Currently, it's extremely urgent to resolve the issue ofslow-increased employment in our country. Without proper settlement,there should have been tremendous negative impact on employmentsituation and healthy high-speed development of economy frompresent to the future. This paper goes on to discuss the issue basedupon the fruit of previous research. In its opinion, one of the directreasons for slow-increased employment in our country is tardily gainingin labor demand; another is that labor supply can not match demand. Thelatter refers to structural contradiction of labor supply and demand andpending unemployment of part unemployed men. Both of the tworeasons end in labor market segmentation which is the ultimate reason.Since reform and opening to the out side, labor market segmentationrepresents three characteristics successively, urban-rural segmentation,ownership segmentation and industry segmentation. Urban-ruralsegmentation has blocked city ward development toincrease theemployment. Due to ownership segmentation, while state corporationcapital almost replace labor, external and private enterprise can neitherget high-speed health growth, nor perform their creativity to supplymore job opportunities. Industry segmentation makes monopoly industryand non- monopoly industry develop not so fast, so they can't increase the employment. By these ways, labor market segmentation hasrestricted labor demand to rise. Otherwise, it does harm to the activitywith which to invest manpower and capital in the first-level andsecond-level market. The result is that lots of vacancies have noappropriate candidates. Meanwhile, it also leads many people who are outof work but have capability to obtain new job to be pending.Therefore, to settle the problem of slow-increased employment in ourcountry, we should break labor market segmentation; recover the functionto regulate labor market to be unitize and flexible.
