Labor market segmentation is a definition of phenomena relate to not only the unreasonable system, but also professional competence itself. This paper chooses a perspective of heterogeneity in human capital, researching the labor market segmentation problem in China, including the situation, influence and formation mechanism, as well as put forward countermeasures and suggestions to perfect the labor market, promoting the labor employment and income more reasonable. Specific research contents of this paper include:first of all, on the basis of combing the relevant theory and literature review, according to the evolution trend of the labor market segmentation problem, it chooses two typical forms of labor market segmentation, regional segmentation and industry segmentation, as the specific research object, describes their emergence and development and reasons their existence; Second, in the study of regional segmentation problem, it puts forward two kinds of segmentation effect called the human capital effect and the household registration system effect, and a theoretical model of the relationship among human capital, technology progress and labor market segmentation based on the point of view about heterogeneity in human capital; Again, in the study of industry segmentation problem, the paper points out its influence on labor employment and wage income through the data describing, and points out that market force of monopoly industry come from the decrease of labor income share; In terms of empirical research on the relationship among human capital, technology progress and labor market industry segmentation, the paper selects data and establishes the regression model for analysis on a basis of comparison about human capital and technology progress in different categories of industry, obtaining the a conclusion that general competitive industries have high-threshold effect as well as the national monopoly industries have double-threshold effect; Finally, the paper puts forward the countermeasures and suggestions for the labor market segmentation problem, pointing out that human capital is the main factor to the boom of regional labor market, employment flow is the key factor to the stability of regional labor market, and technological progress is the vital factor to the upgrade of regional labor market, advocating industry labor market regulating the segmentation of state monopoly to keep employment flow fast and promote employment more and more fair, and expanding human capital investment to keep income flow and regulating income gaps.
