In recent years, a lot of domestic cities regard the construction of the central business district (CBD) as the important strength of spuring the regional economy.Since the reform and opening-up, the urban comprehensive strength of Guangzhou has been ranking the third in the whole country all the time, the development condition of Guangzhou has an important function to the whole development of the Chinese economy. Guangzhou is one of the three inland cities where our country has been already sanctioned building CBD at present. How to seize the opportunity to build Guangzhou CBD well, it has very important meanings to drive regional economic development. The government of Guangzhou issued formally＜The center of the new city Guangzhou——the new city pearl river＞, in 1993, the file explains this new city of Pearl River as the CBD of Guangzhou, this CBD will have the radiation function it to the triangular area of the whole pearl, However, ten years passed, the construction situation of the new city of Pearl River is far from the re-set target of the government .In order to solve the problem of Guangzhou CBD, this paper use the method of the theory combines case study, chapter three proposes the economics essence of CBD——Cluster of modern service industry, later, explains the theory of the modern service industry gathered; Chapter four quotes some domestic and international successful CBD cases to analyze how to form CBD; the fifth chapter works out the scheme of how to solve the problem from material forming stage and of the function forming stage of CBD separately, Offer the practicality suggestion for rational planning of Guangzhou CBD.
