Following China's entry into the WTO, foreign banks are given full access to the financial market. Chinese local banks are facing remarkable opportunities and challenges. Whether domestic commercial banks enable to develop in this situation depends on building the administration system of modem commercial banks, especially for the bank's staff training and performance improvement. Domestic commercial banks at large are short of a scientific and efficient training system. During the research on improving the banking sector's sustainable development, the training system designed by Guangdong Development Bank credit card center also has the problem in performance improvement. It is doubtful whether the program is integrable, systematical and efficient. Currently there is few targeted training system for commercial banks, very few of which is adaptable, based on the ability model, and taken performance as its objective, much fewer of which makes use of scientific methodology.This paper based on the development Status of Guangdong Development Bank card center's training system, through the assistance of system strategy model, scientifically define the core and technical competency of the credit card center staff, do the research on training system design by strategy and two-way analysis of dynamic and static, which aims to explore the appliance of ability model on training design front-end, introduction of training on demand and practical application of the performance and operational issues. The study on Guangdong Development Bank credit card center's training system design will indeed improve staff capacity and performance, which makes contribution to reach the performance targets and the long-term vision of the organization.
