With the continuous development of world economy, human resource has become the core resources of a country or an enterprise. An increasing number of companies begin to pay close attention to the importance of human resourcesin order to not in the wave of economic backwardness. Objectively speaking, human resource has become the key to enterprise success or failure, and the level of enterprise human resources is determined by the level of quality of employees. Therefore, the enterprise will enhance staff quality level on-the-job training as an important work. We can say that the training has become one of the core of enterprise human resources work, we can form a learning atmosphere of the enterprise culture by training; Training can be used to accelerate the development of employee skills, saving the human resource cost; Training can foster a sense of belonging to the enterprise for employees, employees' spiritual needs, and improve the loyalty. At the same time, training is the foundation of the enterprise to build employee career platform, and it is to develop staff skills an important link in evaluation and quality evaluation.The progress of science and technology, and continuous increase of social creativity, enterprise is a powerful force to push forward and rapid development. However, it also conceals many crisis. One is the lack of talent or fall behind of the talents cultivation, staff's quality and ability can't match the enterprise development in a timely manner. Companies are beginning to realize the traditional training based on "job analysis" has been unable to meet the needs of enterprises and employees, increasing knowledge of science and technology culture require companies to gradually get rid of the traditional training, to more scientific and more able to adapt to the development of the enterprise training system model. Therefore, how to develop the enterprise training work, how to build good corporate training system has become the important subject of the human resources department.Since the American psychologist McClelland proposed that the concept of competence, a human resource system is based on competence quality model application in modern enterprises, and it is constantly improved. This article obtains from the competence quality model and it introduces the connotation of the competence and the related theory knowledge, combined with the enterprise human resources department to establish competence quality model of the process, especially analysis the competence quality model applied to the enterprise training of actual cases, combined theory with practice, strive to build a model based on competency quality can training system for enterprises and employees common development, and training for other enterprises to choose the suitable method or way to provide the reference.
