The Study Of Evaluating The Technological Innovation Policy Implementing Effect Of Guangdong Province

This text is the policy evaluateing type, It is studied on the basis ofconsulting the domestic and international technological innovation policy toevaluate and study, divide the technological innovation policy into investing,three kinds the demand and environmental policies, through using the fuzzymathematics theory, establish the system of evaluateing the index, evaluate theimplementing effect in 21 prefecture-level cities of 2003 and 2005 of technologicalinnovation policy in Guangdong Province, and give a mark to arrange in an orderto 21 prefecture-level cities in Guangdong Province. The result of studyindicates, the technological innovation policy in Guangdong Province and threekinds of policy implementing effects are better than in 2003 wholly in 2005, thetechnological innovation policy which Guangdong Province issued was valid in mostprefecture-level cities in 2003, but the implementing effect difference in 21cities of the policy is remarkable, distinguish that very obvious in pearltrigonometry, the east of Guangdong, the west of Guangdong, North Guangdong, fourregional implementing effects, and technological innovation policy and three kindsof policy implementing effects all have city 2005 while evaluateing the score islower than 2003, negative growth appears. In general, it is the main factor ofrestraining the whole implementing effect of technological innovation policy inGuangdong Province from improving that every market, horizontal difference betweenfour regional technological innovations are remarkable, the economic developmentlevel is too low, the technological innovation of the city is not enough incooperation in the area, government it is too little to influence GuangdongProvince some prefecture-level city technological innovation policy reason thatimplementing effect raise for technological innovation to invest. So GuangdongProvince while the technological innovation policy in the future is made,implemented governments at all levels, should consider setting about from severalabove-mentioned respects, make different policies according to the horizontalactual conditions of different regional technological innovations, carry ontechnological innovation cooperation between the cities, between the areas throughencouraging, to improve government's technological innovation policy qualityconstantly, strengthen the policy implementing effect.This research is preliminary exploration that is evaluateed to thetechnological innovation policy implementing effect of Guangdong Province, it isthe first time that uses and compares analytic approach with the quantitativeanalytical method to give a mark to arrange in an order to the implementing effectin 21 prefecture-level cities of technological innovation policy in GuangdongProvince, through to evaluateing the analysis of the result, it is sure to consultto offer for the fact that Guangdong Province and formulation in the technicalpolicy of one grade of municipal governments of all parts implement, contributeto promoting the improvement of the technological innovation level in GuangdongProvince.
