With the social and economic development, population aging has become a worldwide trend. At the same time, the entire social endowment insurance system is facing enormous challenges and sustainable development pressures due to population aging. Accompanied the process of industrialization, eveloped ountries entered the aging society.As a developing country with the rapid development of industrialization and urbanization, China started to enter the population aging society. The growing trend of population aging, brings severe tests and challenges to the less developed countries. The city of Shanghai is a high level of economic development national, the degree of population aging is far more than the national average, data released on April29,2011Shanghai aging population reached21.6%. Society pension system is facing the dual pressures of pension pools increasingly inadequate and the level of old-age pensions need continue to improve. So reform pension insurance, and explore multiple channels to effectively alleviate the pressure on the payment of social pension insurance, the promotion sustainable social pension insurance development of policies and measures is imminent. Shanghai from October01,2010implementated the flexible delay in applying for pension policies, began the reform of retirement age and pension.This article toke flexible retirement age policy of Shanghai as rearch object, based on the prediction of the elderly population in Shanghai, elaborate the implementation of flexible retirement age from economics, sociology, Social Security Perspective, described the feasibility and necessity in the implementation of flexible retirement age policy. Access to the relevant data collection and documentation, divided flexible retirement age policy into delayed retirement and delayed apply for pension. Study the three classification of delay in applying for pension for termination employment, continue employment and secondary employment. By retirement age theory and individual account pension wage payment of actuarial model estimated that the implementation of flexible retirement age policy in a variety of state benefits on individual contributions and treatment as well as the effectiveness of the institutions, social pension insurance pool fund balance, analysis the three benefit evaluation. Finally puts forward the further implementation of the recommendations of the flexible retirement age policy in Shanghai.The innovation of this paper is based on retirement age reform introduced in2010from the Shanghai flexible delay in applying for pensions, research this nascent policy on issues related.
