With the increasing process of globalization of economy and the rapid development of the society, food safety has become the concern focus that many governments and the public pay attention to. In order to prevent food-borne diseases and guarantee food safety, it is important to promote the HACCP certification system. At the same time, the effectiveness of the quality management system is emphasized by more and more enterprises and scholars. It is the key problem that whether the HACCP system works well.The HACCP team plays a critical role in promoting the HACCP system in enterprises. Some foreign scholars have ever done some empirical research on the barriers of HACCP team members to guideline adherence. The cognitive– behavior model is used to investigate cognitive barriers of HACCP team members. The questionnaires indicate that some HACCP team members are aware of HACCP knowledge but lack of adherence to HACCP plan. And also the reasons, which affect the HACCP team members'cognitive barrier, are analyzed by deep interviews.In order to solve the HACCP teams'cognitive barriers, an assumption is proposed to establish a new quality management team which is named learning HACCP team. Contrasted with the traditional HACCP team, learning HACCP team is defined. The goal and the method of constructing learning HACCP team are analyzed using learning organization theory. The goal of learning HACCP team is a well-performing team. The method of establishing learning HACCP team includes improving the leadership, reforming the organization and cultivating HACCP culture. Then the environmental support system is discussed.Finally, the method of Fuzzy Analytical Hierarchy Process is applied to establish the performance appraisal index system of learning HACCP team. The performance appraisal index system mainly consists of four indexes, which are construction of HACCP team, internal resource management, ongoing improvement of HACCP system and effect of HACCP system.This paper emphasizes the importance of the human factor in food quality management. The method of establishing the learning HACCP team not only brings great help to food enterprises, but also offers a reference for enterprises in other industries to learn and utilize.
