Comprehensive Evaluation Of Urban Land Intensive Use In Sichuan Province

The land is the basis of the city social and economic development, and the effective supply of city land is the important guarantee for urban economic development. In recent years, with the rapid economic and social development, urbanization, industrialization process in the continuous progress, a large number of cultivated lands was occupied the contradiction between supply and demand of land become increasingly sharp. Meanwhile, many cities are in a "shared the cake" expansion of urban land idle. Phenomenon of Inefficient and widespread land use are widely existed. The fundamental way to solve this contradiction is the internal potential use. Therefore, it is very necessary and urgent to make research on the urban land intensive use.On the base of the advanced theories, research methods from home and abroad, by collecting much information and according to the intension of urban land intensively utilization, this paper construct a index system from four project in the basis of land use condition of Sichuan. As the case of eighteen cites of Sichuan province, this paper analyses the total level of the urban land use intensity of Sichuan province from 1999 to 2004 and the characteristics of spatial-temporal variance of the urban land intensively utilization using the methods of entropy, SPSS and Spearman rank relational coefficient and cluster analysis, then analyzes the influence factor and studies the trends of the urban land use. The results as follows:(1) From 1999 to 2004, the urban land use intensity level of Sichuan province had been on the obvious increasing trend as a whole. Between 1999 and 2002, the input level of urban land was on the falling trend, but began to flat from 2003 ,yet the speed of growth was slow. Before 2003, the extent of urban land use fell down year by year, until 2004,it started to flat. During the six years, the efficiency and the ecological environment quality of urban land exploitation were enhanced as the urban land intensity level.(2) These cities are classified four types. The cities that had superior level of intensified urban land use of Sichuan almost distributed in those areas which had more developed secondary and tertiary economic sectors, and more completed municipal infrastructure. However, the lower ones were old cities which the traditional agriculture was the pillar industry. The difference of urban land use intensity was existed between cities, but from 1999 to 2004, this difference was on the contracted trend.(3) Between 1999 to 2004, the intensified level of urban land use in Neijang and Guang'an were obviously enhanced; growth rate in Guangyuan,Suiling,Bazhong Meishan and Ya'an were not marked; while, the intensified level of urban land use in Chengdu, Panzihua,Mianyang,Leshan,Nanchong and Dazhou were on the downward trend, but the changing tendency was not obvious; however, the level in Zigong,Yibin,Luzhou,Deyang and Ziyang were go into a slump.(4) Compared with extent of exploitation, efficiency of exploitation and the ecological environment quality of exploitation, the input level of urban land use has the most powerful influential with the intensified level of urban land use in Sichuan, while, the ecological environment quality of exploitation in urban land use affects least. The results indicated that the realization of urban land intensive utilization in Sichuan is mainly achieved by increasing investment in land. The economic factor is the chief factor to influent the intensified level.(5) From 1999 to 2004, the growth rate of population was higher than which construction land, that is mean, the growth of construction land was lagged behind the growth of population. But some cities had taken up too much land in the course of city construction that exceeding the population growth. During these time, the growth rate of land input was larger than the rate of land output between Sichuan cities, increasing in output of land was benefited from large investment of capital, the marginal utility of capital in land tend toward fall. So we can see, that the input of construction land is not harmony with output of construction land, much of the capital were wasted, so there is a long way to go to reach the real goal of intensified urban land use.This paper tried in several following respects:Analyses the total level of the urban land use intensity of Sichuan province and the characteristics of spatial-temporal variance of the urban land intensively utilization, and distributes four categories of the urban land intensive utilization, then analyzes the influence factor and studies the trends of the urban land use, which compensates for lack of research in characteristics of spatial-temporal variance of the urban land intensively utilization.
