Studies On Region Sustainable Development

Sustainable development, as a result of human being's profundity introspectionandknowledge in the long-term practice, is one of the global focal issues in the 21 stcentury. It has been accepted by the international society and many nationalgovernments. At present, the research on sustainable development evaluation is stillin groping stage both at home and abroad. Given the fact that an acknowledgedindex system along with an evaluation method has not been established whichaffects the implement of sustainable development stratagem, this paper wascomposed of the below sections:Firstly, the characteristics and subsystem composing of regional sustainabledevelopment system were discussed, and based on extensive research documents athree-dimensional framework of indicator system for regional sustainabledevelopment was established. In the mean time, combining with the actuality ofLiling and data availability, an indicator system for evaluating regional sustainabledevelopment in Liling was developed, which involved four layers and fivesubsystems containing population, economy, society, resource and environmentamounted to 52 indicators.Secondly, considering both the coordination of the five subsystems and thetemporal dynamic property of sustainable development, a comprehensive evaluationmodel for regional sustainable development status was put forward, which integratedwith mathematical grey system theory improved principal component analysis,regression analysis, valuating the rationality of structure of industries, Forecastingthe quality of sustainable development with the neural model and calculatingRelative hamming distance formula and positive-negative weighted ualitymonitoring and early-warning distance formula.Finally, a case study of regional sustainable development evaluation on liling from 2000 to 2004 was carried out by the application of the index system and thequantitative model above, and the results showed that liling had not achieved thebasic requirement of sustainable development, and its sustainable developmentsystem belonged to non-coordination state basically. Subsequently, it was pointedout that the radical approach of achieving sustainable development stratagem forliling were promoting human resource quality, developing circular economy,establishing resource-saving and environment-friendly society, and a series ofhelpful suggestions to decision makers were proposed.The framework established was practical and universal, and could provide abase for specific area to select its assessment indicators. The operable indicatorsystem developed which synthetically reflected the sustainable development status ofliling could fill up the blank of regional sustainable development evaluation in liling,and this work was of practical and strategic significance to a certain extent. Inallusion to the flaw existed indimensionlessness of original data in grey system,mean value method was adopted instead of traditional standardized method, and theguidance for confirming the direction of eigenvector was first brought to grey systemin the application of sustainable development evaluation aimed to increase theobjectivity and accuracy of evaluation. The evaluation results on liling could supplybeneficial references for decision makers to make and adjust sustainabledevelopment strategic goal and counter measures.
