Research On The Design For Operation Monitoring System Of Regional Logistics System

The State Council adopted the Restructuring and Rejuvenation Program of Logistics Industry in 2009.Then government at other levels including the Yangtze River Delta, Pearl River Delta, Bohai Bay Economic Zone and Northeast also worked out corresponding development plans and outlines of logistics industry, emphasis on logistics in every region can be seen. However, due to the lack of a corresponding operation monitoring system, government at all levels cannot well know about the operation status of regional logistics system timely, which results in related decision-making errors and inefficiency. Therefore, how to monitor the operation of regional logistics system is now a burning problem. The operation monitoring system of regional logistics system is constructed in this paper from the system point of view combined with understanding of logistics system and regional logistics system of its own characteristics.According to the logic thinking from theory to practice, the index system, models of monitoring and evaluation, diagnosis and early-warning were constructed in the paper by comprehensive use of literature research method, system analysis method, and qualitative and quantitative analysis methods, then a case study was made. The concrete research contents include: 1) connotation and contents of operation for regional logistics system were defined based on the analysis of regional logistics system and related theoretical knowledge; 2) connotation of monitoring and operation monitoring of regional logistics system were defined, based on this, core elements of operation monitoring system of regional logistics system could be obtained: index system, data acquisition, monitoring and evaluation, diagnosis and early-warning. The index system was constructed by comprehensive consideration of the connotation, characteristics, the future development trend of regional logistics system and contents of operation; the grey relational grading evaluation model was introduced in monitoring and evaluation; diagnosis and early-warning could be realized by means of improved radar chart; 3) the monitoring system was applied to Shenyang and certain enlightenment could be got. The monitoring system constructed in this paper is not only suitable for horizontal comparison of logistics development among different regions, but also longitudinal analysis of logistics in the same area. On the one hand it enriches theories of regional logistics, monitoring and evaluation; on another hand, it provides the decision reference for relevant departments. Moreover, it is helpful for the development of logistics enterprises.
