As far as we know, with the support of GIS correlation technology and computer technology, a lot of county cultivated land resources have been evaluated in China. Therefore, an abundance of spatial and attribute data of the cultivated land resources have been accumulated. However, it is hard to share these data now resulting in the lack of standards and norms. In view of this situation of Chinas cultivated land resources administration, this research encoded spatial and attribute data of the cultivated land resources, and a management system of cultivated land resources had been designed and developed on basis of theories of GIS spatial data management and WebGIS technology. The system realized the modal management of county cultivated land resources. Using the soil nutrient data of cultivated land resources, the system realized recommended application of fertilizer based on Internet GIS by integrating with fertilization recommendation technology. In conclusion, the system will accelerate the development of information agriculture and precision agriculture. In this paper, some main research works were completed as follow:1. The management model of GIS spatial data and WebGIS technology were preliminarily studied in this paper. A WebGIS for administration of cultivated land resources was designed based on B/S three-tier architecture and the thin-clients platform. The functional modules of the WebGIS were designed according to the reqirement analysis. So, the development process of WebGIS was regulated in this research.2. The cultivated land resources data were unified by encoding the spatial and attribute data of cultivated land resources, and the integrative management of these data were achieved using Oracle Spatial database, which facilitated the realization of modal management of the cultivated land resources. According to Target Yield Method, the fertilization recommendation database which includes crops, fertilizers and fertilization parameters data was established in Access.3. The system was developed in ASP.NET platform using MapXtreme2004 which is a GIS software. According to the requirement of development, the system has the following functions: map management; zoom and pan; longitude and latitude display; map control; spatial data query; theme analysis; information management and fertilizer recommendation. Through the test, it is rapid to load the map of county cultivated land resources and to query the space position in this system which can also make individual value theme analysis and ranged theme analysis for the attribute data of cultivated land resources. Combining WebGIS with fertilization recommendation system, the system can use the plots information which are on cultivated land resources map to offer fertilizer prescription for different crops. Finally, it realized the share of cultivated land resources data and the management and application mode of county cultivated land resources was basically became true.
