At present, Henan Province is promoting the new-type urbanization and industrialization, and in the critical period of the revitalization of Henan. In Henan province, Boosting the development of modern agriculture is not only an inevitable choice based on province-circumstance and development situation, but also the objective requirements of "four modernizations" the simultaneous development. However, there are some problems which cannot be ignored, such as the decrease of the total amount of cultivated land and the lower utilization efficiency of the cultivated land. How to achieve the refinement of cultivated land management to improve the efficiency of utilization and explore a new type of agricultural sustainable development which is in line with the reality of Henan and has the characteristics of the Central Plains has become the focus of Henan's urgent need to solve the problem.Taking Henan province and 18 cities as research area,this paper studies cultivated land use efficiency by qualitative and quantitative methods. First, based on defining the relevant concepts and a review research at home and abroad, present utilization of cultivated land resources and problems in Henan Province has been analyzed. Secondly, the input and output indicators of cultivated land use are selected by the principal component analysis. The DEA Evaluation System of Henan Province is established. Cultivated land use efficiency in Henan Province is calculated and the space correlation of cultivated land use efficiency is analyzed. Finally, use econometric analysis to analysis and evaluate the factors affecting of cultivated land use efficiency in Henan Province. The main conclusions are as follows:(1)The spatial correlation of cultivated area, cultivated land per capita, food production and food yields during 2009-2013 showed cultivated land resources and food production in Zhengzhou and Luoyang is relatively low, forming a "low- low" significant gathering area. Cultivated land resources and food production in The Zhumadian, Zhoukou and Xinyang and other areas are relatively high, forming a "high-high" significant gathering area.(2)Cultivated land use efficiency, pure technical efficiency and scale efficiency during 2009—2013 are relatively high and stable overall. The average cultivated land use efficiency is 0.850, indicating that the actual output of cultivated land accounted for ideal output ratio of 85.0%. But there is a large distance away from the optimal state and still needs to improve cultivated land use efficiency greatly.(3)The spatial correlation analysis of cultivated land use efficiency in Henan Province showed that the "high- high" gathering center of cultivated land use efficiency is Zhumadian. The value of cultivated land use efficiency in Zhumadian is a higher and surrounded by areas of high values of cultivated land use efficiency. These areas have a combined effect of each other and leading role, maintaining high cultivated land use efficiency. The "low- low" gathering center of cultivated land use efficiency is Luoyang. which indicates the completely opposite results compared with the the "high- high" gathering center.(4)The Spatial econometric model of cultivated land use efficiency factors in Henan Province showed that in addition to Rural per capita net income, there are seven explanatory variables passed t test,including rural labor per capita cultivated land area, multi-cropping index, per capita GDP, financial agriculture share of total expenditure, effective irrigation area proportion, unit of cultivated land of agricultural machinery power and unit of cultivated land of fertilizer use. As can be seen from space regression coefficients, a percentage-point increase in the rural labor per capita cultivated land area, multi-cropping index, per capita GDP, financial agriculture share of total expenditure, effective irrigation area proportion, the cultivated land use efficiency will be corresponding increased by 0.01,0.27,0.09,0.04,0.08 percentage points respectively. Different indicators have different influence: multi-cropping index > per capita GDP > effective irrigation area proportion > financial Agriculture share of total expenditure > rural labor per capita cultivated land area, indicating that these factors have a significant positive impact on the change of cultivated land use efficiency. When unit of cultivated land of agricultural machinery power and unit of cultivated land of fertilizer use increases by one percentage point, cultivated land use efficiency will be reduced by 0.14 and 0.11 percentage points, indicating that unit of cultivated land of agricultural machinery power and unit of Cultivated land of fertilizer use has a significant negative impact on the efficiency of cultivated land use.Making the following specific recommendations for the conclusion of the study: First, raising the level of economic development of the region, increasing financial support for agriculture, breaking the bottleneck of agricultural funds; greatly increasing multiple cropping index, enhancing the degree of cultivated land use; improving land circulation system, improving labor per capita area; increasing the effective irrigation area, increasing agricultural infrastructure construction, and ultimately optimizing the agricultural structure, actively expanding the versatility of agriculture, and improving the utilization efficiency of cultivated land in Henan Province.
