The personal behavior and ability of staff is the foundation that constitutes the overall organizational behavior and ability system, thus the analysis of the difference between personal behavior and ability of staff should be the logical beginning of human resources development research. Given the various characteristics of personal behavior and ability, Peng Yuan proposed the vector analysis method. According to this method, behavior symbolized ability vector, psychological vector and behavior vector and on the basis of the three vectors a multi-dimensional vector space is form. In the vector space, a person's behavior orientation has three basic directions: ability direction, psychological direction and career direction. Although a person's behavior is complex and diverse, the ability structure that influences the staffs'willingness and ability in the work is determined by the three basic directions: the relationship between psychological direction and professional direction determines the staffs'the possible proportion of complete ability the staffs is willing to utilize in their work; the relationship between ability direction and career direction determines the possible proportion of complete ability staff utilize in their work. The relationship among the three vectors altogether determines the maximum competency which a staff is willing and able to display in the work behavior, namely individual human resources, with the formula expression IHR = Atcosαcosβ. Based on this, a human resources measurement model of both individual and organization is proposed. The mathematical analysis carried out based on the model indicates: through enhancing individual complete ability At, reducing work wish angle alpha or the ability structure angle beta, individual human resources can be enhanced and the total quantity of organizational human resources can be enhanced, which achieves the goal of human resources development.The present study based on the individual human resource model centers on researching the principle and the working mechanism occupational interest's influence on human resource. The results of the study show that occupational interest by means of rewards plays an important role in the above process. According to the behavior cycle theory, any behavior of the individual takes gaining reward (intrinsic reward and external reward) as a goal. In real life, when the reward a person gains by his work dose not confirm with the anticipated reward, the work wish will decrease. Therefore, if the internal and external reward combination is well utilized which enables the actual reward to approach the anticipated reward, work wish angle can be reduced. But on the other hand the occupational interest is not only the superficial care for things, any kind of occupational interest results from a person's obtaining the specialized knowledge or the satisfaction or joy in joining an activity. Eventually, one's own knowledge and ability structure conforms to his occupational interest. This is precisely the reason why people often say "interest is the best teacher". Also is this reason that cause individual ability structure draw close to the required ability structure of the profession which he is interested in, that is the ability angle beta is reduced. Furthermore, under the gradually strengthened effect of the goal and ability, the individual complete ability At can also obtain a corresponding enhancement. So, the three independent variables simultaneously obtain the optimization and thus enhance both the individual and the total organizational quantity of human resources.Finally, this article analyzes and appraises the application of occupational interest in the human resources development from staff's career management and personnel motivation as well as.
