Study On Fiscal Agricultural Support Efficiency In Inner Mongolia

The former study shows that agriculture is a disadvantaged industry and its production has the character of externalities. If investment of agriculture depends on private completely, the production could not meet the demand of society. So it is necessary for government to intervene the industry. Fiscal can supply necessary public services to make economy of agriculture developing in a good way. There is much of farm, forest, grass and a large percentage of population who work at agriculture in Inner Mongolia. The development of agriculture not only has something with harmony and stability of society and economy, but also relates to effect of ecology construction. Therefore, the number of funds for central and local governments to improve the condition of agricultural production and ecology is very large.Based on the study of necessary and function of fiscal agricultural support, the article studied scale efficiency, structure efficiency and the output efficiency of local fiscal agriculture support with trend analysis method, comparative research method and econometric analysis method in Inner Mongolia. The conclusion was that the level of fiscal agricultural support of Inner Mongolia is quite high in the whole country. However, for lack bind of the law, the growth of absolute scale was very different among years. The proportion of the funds used in production and management is too high, while used in scientific research and construction is lower. It shows that fiscal agricultural support has a negative effect to agriculture output. There are lots of restrictions in efficiency of Inner Mongolia local fiscal supporting agriculture. The article analyzed them from budget management system, expenditure management rules and tax distribution system, and gave the relevant suggestions for improving efficiency of fiscal agricultural supporting in Inner Mongolia.
