| Whether in developed or in developing countries, agriculture is the basis of the national economy .At the same time, agriculture as a special industrial sector, with the inherent characteristics of weak and strong external production, and simply rely on the private-sector involvement in the community is unable to meet demand for its products, the importance and characteristics of agriculture determines that the Government must supply support and protection, the Government's fiscal expenditure on agriculture is one of the important measures in agricultural support and protection . The percentage of population who work at agriculture in Hohhot is large. The development of agriculture not only has something with harmony and stability of society and economy, but also relates to effect of ecology construction. Therefore, the number of funds for central and local governments to improve the condition of agricultural production and ecology is very large.Based on the study of necessary and function of fiscal agricultural support, according to the data of supporting agricu1ture in finance of Hohhot from 1995 to 2006, the article studied scale efficiency ,structure efficiency and the output efficiency of local fiscal agriculture support with comparision method and diagram method,discovers the superiority and the existence questions .The conclusion was that the scale is inadequate in relation to the size of the agricultural contribution to GDP of the city; the proportion of non-productive expenditure is high and the proportion of productive expenditure is low;the expenditure on the forestry is not stable ;the role of financial support for agriculture was not obvious in improving added value of agriculture. The article analyzed them from expenditure management rules and tax distribution system, according to the actual situation in Hohhot, the article gave the relevant suggestions for improving efficiency of fiscal agricultural supporting in hohhot. |
