A Research On Government Procurement Scope In Jiangbei District Of Ningbo

Government procurement system is an important means for governments to adm inister social economy through government intervention, and is a universally adopted and effective way to strengthen financial expenditure in market-oriented countries as well. The scope and scale of government procurement is a significant indicator fora country's procurementsystem which directly shows the scope and depth of the system. According to international experience, government procurement of a certain country or region usually takes up 10%in GDP, or 30% in financial expenditure. In 2004, government procurement scale in Jiangbei District (a county-level city) of Ningbo only took up 0.72% in its GDP, and 4.25% in its financial expenditure. While in the corresponding period, the national governmentprocurement scale took up 2% in its GDP, and 8% in its financial expenditure. It shows that there is big difference b etween them.The major reason that cause the government procurement scale of Jiangbei Dist rict small is that the scope of government procurement is limited, the products is li mited to thecommon administrative consumables, the products with oriented functions which show the government meets the public welfare and public demands have not been put into the procurement list, and the government procurement system greatly needs to be improved and completed. Based on the problem above, the paper uses the theories like the New System Economics Transaction Cost theory, Public Products Supplement Effectively theory, Rent-seeking theory, Welfare Economics theory, to measure off scientifically the reasonable scope of government procurement. Through the comparative of the government procurement scope home and abroad, we have reviewed the major problems existing in the Jiangbei government procurement scope by the way of questionnaire. Firstly, the government procurement scope has limited to the common administrative consumables and standard products easy to be operated. Secondly, non-standard products, and cargo project and labor below the procurement quota have not been practiced with the standard government procurement system.Thirdly, drug procurement and public project procurement have not been brought into the government procurement scope. Fourthly, phenomenon avoiding government procu rement has happened constantly. Fifthly, the narrow government procurement scope and small scale is the object factor that restricts the efficiency and value of the pro curement. Sixthly, the product that shows the public policy direction has not been b rought into the government procurement scope.On this basis, we have brought out the policy suggestions about the government procurement scope, and searched the direction and the trend of the government procurement. Firstly, strengthen the management of the products that now the government has; secondly, enlarge the purchasing products to satisfy the needs of the public; thirdly, carry out the public purchasing products to satisfy the need of public welfare. In order to ensure the performance of the public policy efficiently after enlarging the government procurement scope, advance the public welfare and the public needs, the related matched system and basic work have been bought forward in this paper. Firstly, carry out the union-purchasing; secondly, deepen budget about the government procurement and reformation about the public purse payment; thirdly, quicken the reformation about government institution; fourthly, search the professional management about the government buyers; fifthly, establish the government procurement monit oring system.
