At present, centralized procurement institutions hasn’t set up andits’ management is also absent a clear positioning in governmentprocurement basic laws. In the concrete implementation process,government procurement laws have no unified regulation in detailmanagement system; mode of supervision and so on. The governmentprocurement work cannot carry up successful without smoothlymanagement process and a strong regulatory structure. Nowadays thetheory research on this problem is focused on the website constructionand information management. There are few scholars have studied theissues in the practice of supervision. Therefore clearly thesupervision and management mode related government procurement unitsare very important to achieve considerable responsibilities, separatepowers and straighten out the purchasing management process whichmeans the realistic significance and research value.At present by the Chengyang district government procurement mode ofoperation and the form of supervision management, we can find outthat Chengyang district is the implementation of the integration of thefour supervision mode including the financial supervision department,the district public resources trading center, supervision andauditing departments and social supervision. The four in one mode ofregulation through the Chengyang district, the bureau of financesupervision office, the public resources trading center and disciplineinspection repeated discussions over and over, gradually formed the modewhich makes each link separated from each other to restrict power. The District of Chengyang public resources trading center coordinateChengyang district administrative service center to set a professionalhall window for the external office of bidder registration and cashdeposit by setting up special accounts to expenditure clear. So thebidder can centralize doing all these things such as submit questions andachieve successful notices without going to proxy companies. TheChengyang ask for facilitating the bidder, greater responsibilities forgovernment, to reduce contact between the bidders, procurement unitsand proxy companies, so that the black box operation may reduce at thesame time.Chengyang District, the current government procurement supervisionand management mode in the made good achievements, but also exposed manyproblems. By summing up these problems can be found, these problemsmainly focus on the management and supervision of the two aspects.Analysis in the pre-management and ex post facto supervision point ofview, problems in the management process are the government employee’sprofessional skills need be stronger; the institution is independent andthere are not enough punishment measures in the management. Problemsin supervision process is the financial supervisory departments lack ofspecifications of the actual operation, early warning mechanism is notestablished, the supervision channel is narrow and supervision is weak.In view of the existing problems of government procurement practice andthe method to improve the supervision of government procurementof adaptability, I referenced pilot experience of advanced area for thefuture of the government procurement work to provide reference andcombined with the new situation of government procurement work in thenew situation such as political institutional reform,performancemanagement and electronic supervision for example to put forward theimprovement suggestions based on my practical work experience.
