Research On The Capability Of Regional Economic Sustainable Development

In the condition of China set "Resource Conservation" and "Environmental Protection" as the basic national policy, "Capability of Regional Economics Sustainable Development (CRESD)" is more and more turn to be a key word in government documents and leaders’ speach. On the one hand it tells us government is much concerned with CRESD, on the other hand it also calls for more research about it in nowadays. The forming of CRESD is a systematic work; it calls for the joint efforts from central government and regional government. As for regional respect, "what is CRESD?", "what is the contribution of CRESD for building ’Resource-saving Society’and’Environmental-friendly Society’?", "how to inforce CRESD in regional areal?" give recepetbale answers to these questions will beneficial for regional sustainable development, and it is the mainly topic for this paper.In the first chapter the paper research the concept and extension meaning of CRESD. By comparing the concept of "Economic Groth", "Econmic Development" and "Sustainable Economic Development", paper defined CRESD as the conditons of achieving regional sustaibale economic development. Although there are many conditions for regional sustaibale economic development, but the paper is much concerned with resources condition and environmental condition. It is not only for the constriant of aritcle length and time, but also both of them are the most impeortant elements for building "Resource-saving Society and Environmental-friendly Society". Building "Resource-saving Society and Environmental-friendly Society" is the path of achievcing sustainbale development, so the forming of CRESD is the essential condition for achieveing sustainable development in regional area.The second chapter is the summary chapter, it summary for the previous research about sustainbale development and capability of sustainable development. It not only includes the research in economics paradigm, but also the research in ecological paradigm and sociological paradigm.The third chapter analysised the environmental conditions for regional economic development, it mainly apeared as regional ecological carrying capacity. But the regional ecological carrying capacity has more broading meaning in this paper, it not only includs the capacity of ecological system, but also includs people’s contribution for environmental protection. People’s contribution for environmental protection can be described as following repects:the ability of pollution reducing, the ability of pollution control and the ability of ecological restoration. All of these are bebeficial for the regional environmental improvement, so they will also beneficial for the regional ecological carrying capacity.The fourth chapter researched the resources conditions for regional economic development, which is called "the ability of resources sustainbale use". This paper mainly talked about the land, water, biological resources, human resources and energy resources from stock, resources recycling use and new energy use. Stock is concerned with the endowment of resources, resources recycling use and new energy use reflect the contribution of people to resources economical use, the more contribution people do, the better will CRESD be in this region.The fifth chapter is the empirical study about Hubei, the paper calculated indexes of CRESD in Hubei, then give explanation of these indexes. In the futher, it gave some suggestiones for enforcing CRESD in Hubei. The last part of this paper is the conclution.The contribution of this paper to sustainable research mainly includs follwing aspeacts:set CRESD as the core topic, use trend analysis to replace state analysis of sustainble development. Narrowing the study area of regional economic sustaiable development, and give an index system to evaluate the CRESD, then took Hubei as the case study, all of these work can be attributed to the contribution to the sustainable development research.
