Study On The Evaluation Index System Of Industrial Clusters Competitiveness

The industrial clusters have played an important role in enhancing the competitiveness of the enterprises, the regions and the countries. We find that only a few of specialists and scholars have paid attention on the evaluation of the industrial clusters competitiveness in current studies about the industrial clusters. As we all know, an effective evaluation on the industrial clusters will be helpful for us to have an intuitionistic comprehension about the clusters, even more importantly, it can help the local regional governments to find the problems that the clusters are facing and then to deal with them accordingly. This paper studies on the evaluation index system of the industrial clusters competitiveness.This article modifies GEM (Groundings - Enterprises - Markets) model which is developed from Diamond model. Taking the modified GEM model as the research model, we construct a three-class evaluation index system of industrial clusters competitiveness which contains 33 indexes including the qualitative indexes and the quantitative indexes. The importance of every index is evaluated by the method of combinational entrusting weights which combines the methods of the analytical hierarchy process (AHP) and the entropy. We use average processing to standardize the indexes data value, and we evaluate the qualitative indexes by adopting the experts' evaluation used in the GEM model. At last we synthesize every index in the system by linear model to evaluate the industrial clusters competitiveness synthetically.This paper is divided into 5 parts. Chapter one is an introduction and it introduces the industrial clusters phenomenon in the world, the purpose of this study, the method used in this study, the process, the contents and several innovations of this study. In chapter two, we summarize some theories about industrial clusters competitiveness. Firstly, we discuss industrial clusters definition, classification and competitive advantages. And then we introduce some theories about the clusters in home and abroad. At the end of this chapter, we review some studies on the evaluation index system. In chapter three, we introduce diamond model and GEM model which is developed from the Diamond model. We find several drawbacks of GEM model and modify them. In chapter four, we construct an evaluation index system. And we discuss the method of putting weights to every index and data processing, and we also study the method of the synthesization of the indexes. In the end of this article, we summarize the main conclusions and the lacks of this study, and come up with some questions which need us to study further.
