Studies On The Healthy Development Of Exploration And Development Systems In Huabei Oilfield

In recent years, the continuous increasing price of international oil brings the rigorous challenge to our country's economic and local petroleum business enterprise. Undoubtedly, Sinopec and CNPC should undertake the responsibility of providing energy for our country's economic development. Speeding the step of exploration and development and increasing the quantity and yields of oil and gas are the first strategy. As the earlier found oilfield, after twenty years'exploration, Huabei Oilfield is facing many rigorous problems, such as fierce oil market competition, slow oil reserves growth, increasing charge for environmental costs, the difficulty of developing technologies and the increasing risk. These problems seriously affect the healthy development of Huabei Oilfield. Exploration and development are the major two production systems and their health relates to the whole health of oilfield directly. How to reduce exploration cost, to improve management mode, to raise economic efficiency, to promote oilfield healthy is becoming the common question for all petroleum enterprises. The paper first defines the enterprise healthy development on the base of body healthy, and then makes an explanation to the healthy development of oilfield enterprise according to the character of petroleum enterprise. Then according to the constructed healthy appraisal index system, the paper makes the healthy standards of the exploration and development system. We use scoring method and DEA method to analyze the healthy situation of exploration and development management system in Huabei Oilfield and find the main influence factor on the base of analyzing the data of 2000-2005. At last, we propose the countermeasure and suggestion to keep the healthy development of exploration and development management system then to promote healthy development of the whole Huabei Oilfield.
