The Implementation And Development Countermeasures Of 4PL In China

China has been further integrated into the globalized economy since its entry into WTO. This also helps us have a better understanding of the management of Supply Chain Logistics. From In-house Logistics to the Third Party Logistics, to the Forth Party Logistics, Logistics in our country has shown a skipping development trend. Based on the study of the newly-born"Forth Party Logistics", this paper raises some questions as: the necessity of the Forth Party Logistics in China; what are the current problems with the Forth Party Logistics; how to implement and further develop the Forth Party Logistics in China, etc.This paper consists of four parts. Part one introduces the generation and substance of the Forth Party Logistics. Through this part, we can have a understanding of what the Forth Party Logistics is and the differences between the Third Party Logistics and the Forth Party Logistics. In part two, the purpose of the Forth Party Logistics as well as its operation model are stated. And some arguments on the operation model of the Forth Party Logistics are listed also. Concerning part 3, a couple of problems are raised and analyzed through the comparison of the practice of the Forth Party Logistics both in China and abroad. In the last part, try to interpret the environmental factors of the development of the Forth Party Logistics in China with the methodology of SWOT. A few strategic concepts are brought forward as follows: Further develop the Third Party Logistics to lay a solid foundation for the development of the Forth Party Logistics; Establish a cooperative development model between the Third Party Logistics and the Forth Party Logistics so the Forth Party Logistics can be developed steadily and healthy; Seek the development of electric commerce and the information integration of the Forth Party Logistics ; Implement industry policy so as to create a favorable development environment for the Forth Party Logistics; Build up the logistics credit insurance in case of operational risks, etc..
