Research On The Evaluation Of Implementation Of General Land Use Planning In Hohhot City

The evaluation of Implementation of general land use planning is a new issue of land science research field. Since general land use planning of Hohhot being bring into effect from 1997 to 2010, it has exerted a profound influence, but some new problems happened either. By applying the evaluation of general land use planning, the effect of planning Implementation can be analysis generally, all kinds of goals tasks and policies'realization can be promoted. Based on the planning, this thesis has generally analysis the achievement of land planning quota, land use changing and benefit of planning Implementation. This thesis established general land use planning Implementation quota system, used Delphi and AHP to confirm quota weight, calculated the score of planning Implementation by using general evaluation model. The result shows: from 1997 to 2010, Hohhot's land using planning average score is 81.92, the effect is good. It has showed the importance in strengthening the land macro-management of the whole city, protect the cultivated land especially basic farmland strictly, and ensure the sustainable development of economics. But accompany with the nation's policy changing and the rapid economic develop, following conflicts exists: the overall arrangement in the area is unreasonable; the elasticity of planning quota is inefficient, planning has been readjusted partly and frequently; the total scale of residential area in the countryside and quota of per capita area are too big; the public cognition and participating degree to the planning is low etc. On above all, the planning needs to be revised. Against all these problems this thesis made following countermeasures and suggestions: strengthen the research on macroscopic background, regulate planning-make team; strengthen planning on elasticity and authoritativeness; pay more attention on public participation; pay more attention on land use arrangement research; arrange the residential area in the countryside positively and rationally etc. The purpose of this thesis is summary the experience and lessons from the last planning; modify the new planning making and Implementation management; provide reference to other leagues and cities on their land use planning work.
