The transfer of rural surplus labor force and the "comprehensive election" aretwo incidents which have been impacting the social change in rural areas, especiallythe transfer of rural surplus labor force in rural areas, for it has brought profoundchanges in all facets of life in the rural community. Moving to urban, the surplusrural labor, "enable the rural population freed up from the thousands of years almostinvariable habitat of isolation and ignorance". This is the progress of human society,with the transfer of rural surplus labor force, not only city becomes crowed and ruralpopulation decreases, but also it will bring rural cooperative development, theimprovement of the means of producing, the accumulation of capital and changes ofliving conditions. "Only rural residents move into cities, can it make agricultural andnon-agricultural population mixed together...It is the living conditions ofagricultural population close to non-agricultural population perishes theconfrontation between the urban and rural poverty conditions".Therefore, thetransfer of rural surplus labor force is positive to change the backward situation. Italso is economic development boosters of a city, or even China. The transfer of ruralsurplus labor force nearly 20 years has proven this point.We have researched the transfer of rural surplus labor force of Tinghu County inYancheng, Jiangsu Province, through interviews and questionnaires. And weanalysed empirically the situations of the regional rural surplus labor by thefirst-hand information of the regional rural surplus labor. "Illustrates the fact thatdepicted whole picture", with the information, we can find the laws of the transfer ofsurplus rural labor in the existing system of China. By analysing reasons impactingthe transfer of rural surplus labor force of, we try to find ways to accelerate thetransfer of rural surplus labor force.This paper is divided into four parts for analysis: ChapterⅠ: The theoretical analysis of the transfer of rural surplus labor. First,we introduced research results of rural surplus labor and the transfer of it abroad inthe paper. Second, we emphasized the inevitability of the transfer of rural surpluslabor force by analyzing the economic significance of the transfer of surplus rurallabor.ChapterⅡ: Analysis of the current situation of surplus rural labor transfer. First,after static and dynamic observing the surplus rural labor force, we carry ontheoretical calculations of the number of rural surplus labor. Second, we analysed thereasons of the surplus rural labor force: contradictions of many people with too littleland, a single rural industrial structure and the poor quality of the labor force arethree main reasons. Finally, we the discussed the problems of transfer of rural surpluslabor. First of all, the rural surplus labor moves disorder; second, the constraints oftowns to absorb rural surplus labor; third, the capacity of cities to accommodate thesurplus rural labor; fourth, the fallow land issue along the transfer of surplus rurallabor force.ChapterⅢ: Analysis of obstacle factors. In this chapter we further analyze thedeep-rooted reasons impacting transfer of labor. There arc three main factors asfollowing: institutional factors, the impact of traditional thinking and the low qualityof workers. As rural backward education and educational notion, the quality of rurallaborers is poor, resulting in the weak competitiveness of farmers, narrow channelsfor employment, as well as affecting the transfer of rural laborers in large extent.This chapter is the focus of our paper.ChapterⅣ: Analysis of countermeasures. According to the factors impactingthe transfer of surplus labors as analysis in ChapterⅢ, we give the overall idea tosolve the problems. First is to change the bias to rural surplus labor. Second is toreform the current administration's urban and rural household registration system, toachieve integration of urban and rural household registration system, to createconditions to freedom of movement of migrant workers, and to solve the surplusrural labor disorder system during transferring. Third, we should accelerate the paceof urbanization, absorbing effectively surplus rural laborers through vigorousdevelopment of large and medium-sized cities. Fourth is to upgrade the ability of migrant workers of participating in the competitionto migrant through the efforts to improve the quality of migrant workers. Finally, theproposed transfer model of rural surplus labor force is "transfer in levels." In otherwords, the town is the main or first-class place to absorb transferring rural labors.Small and medium-sized cities are second to the town as the places to absorb labors.And so forth, big cities and bigger cities are places for their secondary urban laborsto transfer in.Because every level absorbing workforee with different skills, the higher thehierarchy is, the higher skills it is required. Besides, it will also prove that during thiskind of transfer, the flow shows a downward trend from small towns to big cities. Allleapfrog transfer or low-skilled labors move to higher level cities, are anon-standardized state of the transfer.Concluded that the surplus rural labor to urban areas is inevitable developmenttrend, so we have to follow this trend, overcome all the factors affecting the transferand abandon the planned economy idea, in order to accelerate rural surplus labor bymarket means.
