It seems particularly important for enterprises to implement successful technologicalinnovation in the existing circumstances that technology advances faster and faster, productlifecycle is shorten constantly, competition aggravates day by day, and innovative resources areeasily obtained by other competitors. Reasonable technological innovation capability evaluation isuseful for enterprises to find the weakness of their technological innovation activities and toimprove and upgrade the technological innovation capability. As the main body of agriculturalmachinery trade, private agricultural machinery enterprises are playing a greater and greater role. Aset of rational technological innovation capability evaluation index system is of great importancefor private agricultural machinery enterprises to understand and manage the technologicalinnovation. The main contents of the research are as follows:(1) The background, purpose and meaning, main research problem and technical flowchartof the research were introduced briefly. In the literature survey, the current domestic andinternational research situation was analyzed and summarized, the evaluation index system and thecomprehensive appraisal method of technological innovation capability were concerned mostly, andthen the comprehensive evaluation methods of technological innovation capability were comparedbriefly;(2) The-technological innovation theory was discussed in detail. The meaning oftechnological innovation was defined on the basis of analyzing different viewpoints of domesticand international scholars and organizations; the characteristic of technological innovation and itsimpact on enterprise were analyzed, which worked as the theory support for technologicalinnovation evaluation of the private agricultural machinery enterprises;(3) The current technological innovation situations of the private agricultural machineryenterprises were summarized and the technological innovation evaluation index systems of privateagricultural machinery enterprises was set up according to technological innovation theory and thecharacteristics of private agricultural machinery enterprises. The index system was based on theconcepts of private agricultural machinery enterprises and the development trends and currentsituations of the agricultural machinery trade. The current situations and characteristics of thetechnological innovation in private agricultural machinery enterprises were summarized byregarding the private agricultural machinery enterprise of Heilongjiang Province as the researchobject, and then the technological innovation capability evaluation index system of privateagricultural machinery enterprises was set up. The innovative resource input, innovation output, technological density, innovative result, market realize and innovative direction were included inthe system and 16 concrete evaluation indexes were selected at last;(4) According to the technological innovation capability evaluation index system, theprojection pursuit (PP) combined with genetic algorithm (GA) was adopt by the Genetic Algorithmand Direct Search Toolbox in MATLAB to get the comprehensive evaluation of the technologicalinnovation abilities of the 5 sample enterprises. It was proved that the result was objective andtrustful;(5) The technological innovation activities of 5 sample enterprises were diagnosed accordingto the surveys and evaluation results, the factors hindering the technological innovation of theprivate agricultural machinery enterprises were analyzed, and some suggestions andcountermeasures were given to promote the technological innovation capability of the privateagricultural machinery enterprises finally.The innovate ideas of the paper consist of setting up a set of technological innovationevaluation index system, which is suitable for private agricultural machinery enterprises and offersupport for the technological innovation management for private agricultural machinery enterprises,and carrying on comprehensive evaluation of the technological innovation capability of the sampleenterprises in an all-round way by using Genetic Algorithm and Direct Search Toolbox inMATLAB to combine the projection pursuit and genetic algorithm.The technological innovation capability of private agricultural machinery enterprises can bereflected comprehensively by the evaluation index system in the paper. The advantages andweakness of each enterprise can be easily found by comparing horizontally among enterprises andvertically by itself. The suggestions and countermeasures can be constructive for the privateagricultural machinery enterprises to improve technological innovation capability and for thecorresponding government department to make relative policies.
