For both agricultural production and industrial production, labor and land are the two basic factors of production especially for agriculture. Land is the most important resource for agriculture, is the fundament of agricultural operations, and farners are the workers who are engaged in agriculture production. Although we have been saying that China is a vast land and resource-rich country, people also understand she is always facing a reality that is more people less land. In China rural, the arable cultivated land area consummated by per capita is only about 1/4 of the world's average level. She has to raising 22% of the population of the world's reality with 9% of the world's arable land. In a very long time, the two major problems of shortage of land resources and excess of agriculture labor exist in China at the same time. Both of them, which are restricting the development of rural economy, rural incomes, agricultural production increased and even the process of urbanization. So how to solve the two problems and coordinate the serious contradiction between people and land which China is facing now become an urgent task that need our government and scholars to study.Rural household contract responsibility system which is an important part of China's economic system, and transfer of rural labor which is the important way to solve the problem of rural surplus labor, are both directly have relationship with the direct interests of 800 million farmers, so there is the inevitable link between. On the one hand the change of rural land system and policy, and the transfer of farmlands impact on rural labor transfer, on the other hand rural labor transfer results in many farmlands abandoned, and have promoted the contact right transfer and large-scale management of rural farmland. As society progresses, the development of rural economy has become an urgent priority and transfer of rural labor and rural farmland is the most important development of the rural economy. In order to better balance urban and rural development and complete the "three rural issues" ambitions, we need to understand the relationship, resolve the contradiction between them, and seek a way which can promote them interact well. Because Jiangsu Province whose economic development lever and economic growth is in the forefront in China is a typical eastern province, and its rural reform and policy-making is also more forward, so this article selected it as a object for research. Then I researched the related factors that effect transfer of farmland and the of labor, the interaction mechanisms between the two, and I do an empirical study based on data of the cities in Jiangsu Province. Finally, according to the analysis concluded the first four chapters, I constructed a joint-development system between the transfer of rural labor force and the transfer of farmland.
