One of the difficulties in further carrying out rural reform, perfecting the rural economic system and completely modernizing the rural life lies in the successful transfer of surplus rural labor. To solve this problem, the environment of employment for the surplus rural labor should be improved, by setting up training mechanism and improving the comprehensive ability of laborers. Carrying out effective training for the surplus rural labor and improving the quality of laborers is the foundation of successfully realizing effective metastasis and sustaining development. Though metastasis training in the surplus labor has been increasingly paid attention to, there are still problems such as the unsound training system, lack of co-ordination, uneven work training, poor training conditions and quality. The key to improve the metastasis of surplus labor is to develop the management system, establish training bases, start the training needs, and improve the quality of training. |
