For a long time, about the rural surplus labor force in developing countries and the evolution of industrial ,always separated from the two areas to study. The research of rural surplus labor force, always confined to itself, for example the number of labor force, the proportion of labor to their land, the ratio of labor and capital and so on. The scope also confined to the facts of urban, rural, working capital and like that. However, the research on the evolution of industrial research has doing in the other direction, which makes the research of the relationship between industry's evolution and economic development become one of the mainstream of thinking, and also make the evolution of industrial structure, includes the capital, labor and other elements, has become synonymous with economic development to some extent.Considering the special situation in developing countries, it not only makes the fact of labor as a significant factor in the development, but also has the unique characteristics of another. The birth of Lewis's dual economy theory make the two areas combine to creating a new scene for Development Economics Research at first time and make itself become a major milestone of Development Economics. After the birth of the birth of Lewis's dual economy theory, many similar theories spout out, such as Celanese - Fei study ,which analyses the labor's problems combining the situation of agriculture and the evolution of industrial structure. But this process of connection seems less perfect in combination of the classic theorem of industrial development - such as William Petty ? Theorem.The reason is that the assumptions made in traditional industries to modern industries with two sectors, and the classical theorem of industrial development often includes first, second and tertiary industries in three sectors during studying the transfer of rural surplus labor force analysis. Traditional and modern industries points to some extent simplifies the analysis, but it hide out the diversity in different industries to absorb rural surplus labor force at the time of the difference. The existence of such differences, making the economy in the transfer of rural surplus labor force in the absence of more specific knowledge, which fail to see what industry obstacles on a smaller labor force, and which industries to absorb the high efficiency, as well as the difference between this industry makes the final industry composition and industry, how the evolution of the labor ratio (and for the evolution of industrial structure) .Considering to the distinction between industries to absorb labor, the establishment of two separate model is similar to the differentiation in the Lewis model, the two models through an integrated, so that a combination of the three can form a comprehensive analysis of the model industry.
