With the Information Resource Planning (IRP) project experience in certain electric utility, this paper discusses method of IRP in it. The method has excellent characteristics including reference to data element standard of State Grid Corporation of China and Common Information Model (CIM) as modeling. Finally this method will give birth to metadata criterion of the enterprise, facilitate application integration and data exchange for different business domain, and eliminate the information island. As follows, there are 3 main achievements of this paper:1. The method of IRP for power utility at province level: According to the characteristics & practical business needs of this utility, a IRP method is designed, which references data element standard of State Grid Corporation of China and uses Common Information Model (CIM) as modeling. It also analyses why this method is more suitable for power utility at province level than any other methods. From business needs and existed information systems, this method deeply analyses enterprise model, data needs, function model and data model of the existed systems. Based on this analysis, it then establishes company metadata criterion, which can be use as data model of enterprise data center, architecture of data exchange and application integration.2. Enterprise data modeling: In terms of enterprise data needs and data model of the existed information system, additionally referencing related standards, this paper presents 12 subject domains of enterprise data model, and give particular definition to each domain, which emphasizes information is the core resource of enterprises. Besides that, this paper maps classes and relations of CIM to those domains with mapping rules designed in this IRP project, builds entities and relations in each domain. This step will surely lay the foundations of supplement enterprise data model from the result of phase of needs investigating and analyzing.3. CIM-based enterprise data exchange platform design scheme: In order to eliminate information islands between systems or departments, it's high need to construct data exchange platform, which is also the goal of our project. With reference of other schemes, a CIM-based data exchange platform framework is designed. For extracting data from existed database to data-center which is constructed with CIM as data model, with our project experience, this paper summarizes 2 mapping rules between CIM model and database model of existed systems. Moreover, it discusses the design of program which can generate message definition from CIM model to make different applications aware of the semantic of exchanged data with CIM standard.
