Study On International Oil Cooperation Issue

In international politics, oil is not only the "lifeblood" of the modern industry but also an important strategic resource which can influence the national economy and the people's livelihood and national security. In the world, oil is not only a major economic issue, but a major political issue . Because it is a non-renewable resource which has limited distribution structure and the imbalance consumption structure, many international politics actors have not stopped competing for it, conflicts and even wars have often occurred. To obtain stable and secure supply and demand of oil for the world's political and economic sustainable development, international oil cooperation was naturally emerged. But by the First Oil Crisis, the truly international oil cooperation can be called with the reason for Third World Oil-Produced Countries against control and exploitation of western developed countries.Along with concussion of the Second and Third Oil Crisis, international oil cooperation mechanism developed and continued to improve in the framework of OPEC (Organization of Petroleum Export Countries) and IEA (International Energy Agency).By the end of the 20th century, the international cooperation in the field of energy has increasingly strengthened and this trend was especially evident from 1997 to 2000. At that time, dramatic fluctuations of price seemed to have people feel some of the symptoms of new oil crisis. On the other hand, it promoted global and regional political activities more actively than before. After 9?11 Incident, the international community launched a large-scale action against terrorism in the world. Under the new background of international politics, it is particularly important to ensure the security for the international cooperation in different regions and the globe. In the international cooperation, oil diplomacy has become an important way and international organizations in oil cooperation mechanism played a further highlight role. Meanwhile, it faced many difficulties because of the defects of oil cooperation mechanism and oil conflicts. Increased demand for oil, international oil production and consumption structure has changed. Oil cooperation must confront many new opportunities and challenges, some cooperation will be further strengthened in the field of ecological environment protection, but the United States oil hegemony is still one of the main obstacles.With China's rapid economic development, China has become an important oil- producing country and the second largest oil- consuming nation. The oil security situation of supply and demand is facing severe challenges. Therefore it is Chinese petroleum strategic inevitable choice and important measure to make use of international multilateral cooperation mechanisms to ensure oil supply security and to participate in Asia—Pacific regional bilateral diplomatic and multilateral diplomacy and to properly resolve the South China Sea disputes with neighboring countries.
