Grain is strategic commodities to balance price and maintain social stability.Grain security is a top priority to the people's livelihood.As one of the three major crops,it is very significant to keep high and stable yield of wheat for the development of agriculture in China.Henan is the largest agricultural province in China.Its grain output is in the leading position,while its wheat production accounted for more than 1/4 of wheat production in the country.Aiming at the lack of current studied on the regional wheat production technology progress rate,by comprehensive consideration on the scientific,rationality and availability of panel data,the transcendental logarithmic production function and the stochastic frontier analysis method was built in this paper.The factor output elasticity coefficient,scale return index,technical efficiency and technical progress rate of wheat production in 18 cities of Henan province from 2000 to 2014 was calculated.The technical progress rate is divided into narrow technical progress rate,technical efficiency change rate and the scale return rate.Henan Province is qualitatively divided into northern,western,southern and middle east region,from the double perspective of time and space,regional and urban wheat production technology progress situations were compared.The results show that the narrow technology progress rate has always been the most important component in the development of the generalized technology progress.It is about 57% of the general technology progress rate.Bias technology progress is the main mode of narrow technical progress.During the sample period,narrow technology progress rate occupy the most important proportion in the generalized technology progress contribution rate in wheat production of Henan province.The change rate of returns to scale was the lowest.The contribution rate of technical efficiency change to wheat yield is only next to the narrow technical progress rate in the south of Henan Province.Cities in Northern regions showed decreasing return to scale,and the city of Puyang and Jiaozuo are always in the decreasing stage.Wheat sown area was the most significant in three inputs factors,while the elasticity of labor in Henan province was generally negative.The average technical efficiency of wheat production reached 0.79.Values in North and the middle east are relatively high.Wheat production in the cities of Henan Province is different,technology progress also exist differences.In order to promote the coordinated development and to accelerate the development,mechanization and modernization of wheat production,we should take measures by adopting local conditions.Based on the above research,some suggestions have been put forward.Government should increase investment on wheat research for guarantee production increase,and improve the production management technology system.Wheat production should be based on the localcondition.According to the different natural resources of the city,industrial distribution is supposed to optimize.At the same time,we should make nine-year primary education universal,and establish the county vocational and technical training institutions for farmers.Improvement of the agricultural labor quality is equally important.We are also need to improve the agricultural infrastructure,and ameliorate the wheat disaster warning and detection facilities.
