How to retain and make best use of the talent, especially top-ranking persons, is the primary key that the enterprise is powerfully competitive. Regardless of the enterprise pattern is a formal or informal, impartial and accurate performance appraisal is an effective means of solving the problem. The significant decisions, such as enterprise training, dismissal, promotion, rewards, punishment and so on, must rest on the precise performance appraisal result. Performance evaluation is the center link of the business management, in addition, is the power of impulsing the corporation growth. Without the perfect results to performance evaluation, the developmental strategy of the corporation can not be carried out in implementing the concrete work goal. Therefore, the urgent matter of the enterprise is the establishment of scientific performance evaluation system, which is influent to human resources development and management. In order to help the subsidiary company of sino-pec in Shandong to establish perfect performance evaluation system, we analysed detailedly the situation of the enterprise's human resources and performance evaluation and so on, and figure out the process of designing essential factor system and the implementation of the system and how to make best use of the results of performance evaluation. Besides, we supply some models and samples to give the corporation a leg for the sake of establishing a perfect objective scientific performance evaluation system. We wish that what we do can give some contribution of the growth of the enterprise.
