Today most enterprises cost much on Procurement, and they have no standard, no strategy and make blind decision on procurement. Aiming at the existing problems, this thesis makes a research on Procurement of business process outsourcing.Procurement BPO is the result that organization cost and production cost in the enterprise exceed the exterior production cost and trades cost with the development of social division of labor, BPO is the wise choice that the enterprise develop its core competence with removing the business process which doesn't have competence, and BPO is the reasonable choice that the business enterprise compete with outside enterprises ; BPO should be appropriately done with well prepare, if not, it will have risk in each step. Making decision is the key step of BPO.On the outsourcing decision-making, the present research on outsourcing decision concentrates on the decisions of the operations to be outsourced. However, it thinks that outsourcing decision should be looked upon a mufti-phases process including analyzing, comparing and evaluating. Opening up the research field from the angle of process, it probes into the outsourcing strategy formulating mode, which can guarantees the quality of outsourcing decision-making to the most extent. It makes up an outsourcing decision flow including core competences identifying, exterior environment factors analyzing, decision models using, outsourcers evaluating and choosing, and, explains and demonstrates concretely those steps in the process.At last, this thesis gives a demonstration through the simulation of X company. This simulation shoes a thread for enterprise how to progress outsourcing decision making in real life.
