Research On The Districts' Department Leaders Decision-making Process Of Zigong City

Since the reform and opening up,Zigong,which is supporting food industry,machinery,chemical industry,salt industry,textile,light industry,new building materials,lighting materials as pillar industries,has achieved rapid economic development.However,since it is located in the hilly areas in the south of Sichuan Basin,when compared with the developed areas,there is a large gap.Therefore,many aspects are in need of improvement.With the advent of knowledge economy and the development of information society,the decision-making environment is more complex and changeable.New situation,new problem and new theory may bring grave challenges in the decision-making process of Zigong district and county leaders.As a highly integrated and extremely complex management activity,administrative decision-making will profoundly affect the implementation of national policies and social stability and development.In contemporary society,the reform and innovation of social management and the enhancement of the decision-making ability of local governments have become a critical issue for social prosperity.At present,there are some problems in the decision-making process of local government departments in Zigong City,such as poor communication of information,incomplete collection of information,lack of scientific and accurate decision-making objectives,inefficient supervision and insufficient decision feedback,etc.These problems lead to the results that it not only cannot reach the expectation for national policies,but also weaken the government's credibility.Consequently,it is of great practical significance to study the decision-maker's choice and decision-making process.Based on the theory of decision-making,the decision-making process of Zigong district and county leaders is studied in this paper.Firstly,the decision-making process of leaders has essentially four phases: determination of decision-making objectives,formulation of alternative plans,choice of action schemes and feedback of decision-making process.Furthermore,through further research of the decision-making process of Zigong district and county leaders,the main problems are as follows: decision-making information is far from transparent;the decision-making process lacks communication with the public,the supervision of the decision-making process is insufficient and the general public have no active participation.By exploring the causes of the problems,the results confirm that these problems are mainly due to inadequate overall management of decision-making information disclosure,the insufficient communication channels to the public,the imperfect supervision methods,and the limited influence of public participation in decision-making.In view of those problems and reasons mentioned above,this paper puts forward some practical measures,for example,improve the collection mechanism of decision-making information,inspire and motivate the general public to participate in the decision-making process,strengthen the supervision of the decision-making process,and promote the communication of the decision-making process.By these measures,we can improve the decision-making process and obtain better decisions,then improve the decision-making of Zigong district and county department leaders.
