In this dissertation, the social background of state-own coal enterprise and the present research status of compensation incentive were introduced. Analyzed the compensation incentive essence to first-line workers in state-own coal enterprise based on the management theories of Equity Theory, Reinforcement Theory and the economics theory of Efficiency Compensation Theory, the theory base of compensation designing for state-own coal enterprise was figured out. The industrial specialties of first-line coal workers in state-own coal enterprise was generalized, the compensation systems during planning period and economic transforming period were looked back and analyzed, the shortcomings of present compensation incentive system was disclosed and generalized from aspects like compensation level, compensation frame, the relationship between incoming and working efficiency. The compensation system of first-line workers of state-own coal enterprise was redesigned under the direction of compensation theories, the Performance Compensation System that was composed by basic compensation module, efficiency compensation module, security compensation module and welfare compensation module was constructed based on incentive principle, and the detailed designing approaches and steps were detailed described: the basic compensation module was designed with the approach in which the working amount and the average social incoming were balanced considered after carefully considered surviving status of coal corporation and social incoming situation; The efficiency compensation module was worked out with the comprehensive approaches in which expert evaluation was used to determine the index weight, the AHP was used to determine operation difficulty rank and the performance measurement was determined by the factor of human resource and the factor of operation difficulty rank to certain working field; The security compensation module was constructed with the core of risk mortgage and the frame which was composed by monthly, quarterly and annual incoming; The self-determination welfare compensation was adapted to act as the welfare compensation that was designed after carefully considered the complexity of workers who came from different background and have different demands. The significance of the new redesigned performance compensation system was analyzed at last.
