YLK Co.,Ltd.is a service supplier for offshore oil and gas fields, it has kept good developing state since set up. Both the market range and corporate size expand rapidly. However, the ignorance of Human Resource Training and Development resulted in instability and outflow of talents.The shortage of talent even restrict and set back the development of enterprise.On the basis of fimiliar with the management practice and circumstances of YLK Co.,the author studied the difficulty met in Human Resource Management, the relevant theory and try to pursuit an approprate solution for YLK's Human Resource Training and Development management.The following content is also the outline of ractical solution.First, the author analyzed the importance of Human Resource Training and Development from theorical angle. The importance of Human Resource is the source of Human Resource Training and Development's importance.Human Resource is the source of enterprise's core competence. In present times, Human Resource has become the most valuable asset and the most competitive advantage,taking the place of natural resoure to be the most important production factor.Only the implementation of Human Resource strategic management could realize enterprise's sustanable development because Human resource is the leading factor of value creation.The ultimate practical realization of Human Resource strategy is to exploiting advantages of Human Resource through intellegence capital investment and individual , team and orgnizational learning.The objective of Human Resource Training and Development is to realize the synchronous improvement for both enterprise and employee by improving the employee's capacity.Human Resource Training and Development is not only the requirement of enterprise development, but also the need of career development, self-fulfillment and talent's growth.What's more, it could also contribute to Human Resource Management. Setting up a complete Human Resource Training and Development System and carrying out training activities to improve the employee's adaptability and capacity from every aspects could help to improve the enterprise's value creativity and capability of strategy implementation.The Human Resource Training and Development System contains two cores, three levels and four aspects .The foundamentations include analysis of enterprise'strategy, strategic plan of Training and Development , career planning and detailed job analysis.The implementation conditions include orgnization, staff, regulations and software/hardware build up.Usually the concrete implementation consists of four stages: Requirements analysis, training plan make-out, training plan carry-out, effectiveness assesment.The relevant activities include transformation of training achievements and control of training risk.Afterwards, according to the procedures of building up Human Resource Training and Development System, the author offer the corresponding proposal of YLK. After a period of time, the problem of talent crisis of YLK has been restored.The four key factors of implementation include: the mechanism of leadership support, requirements analysis, achievement transformation and effectiveness assesment. The collabretion with other functions of Human Resource Management is also very important.
