The Strategic Plan Of CNPC Sichuan Petroleum Machinery Industry Sustaining Reorgnization Development

Sichuan Petroleum Administration(SPA), one of the 14 subordinate enterprises of China National Petroleum Corporation(CNPC), taking responsible for prospecting for and exploiting petroleum and natural gas in Sichuan Basin, had reached a 10 million tons productive scale of its output of petroleum and gas in 2006. In the course of professional restructuring in 2004, under the principle of intensifying and strengthening itself, its machine manufacturing and mounting enterprise underwent its first reformation. Its enterprise in machine trade was regrouped according to different sorts of products by Sichuan Petroleum Administration(SPA) itself, and has developed into the present three machine manufacturing enterprises. This has lead to great improvement in scientific utilizing of resources and management of the enterprise. But compared with other enterprises in CNPC, there is still a big gap between itself and others, especially in terms of repetitive product, and backward technique and management. Its enterprises develop at a slower speed compared with the overall development of Chinese petroleum industry. From the perspective of corporation development, Sichuan Petroleum Administration must utilize the predominance of the products of its machine mounting enterprise– CNPC Sichuan Petroleum Chengdu General Mechanical Works, and focus on developing the manufacturing of three-cone drilling bit, the only designated manufacturing product by China National Petroleum Corporation.This paper analyses the predominance and weaknesses of the enterprise starting with the enterprise history. At a time when economy in China develops at a high speed, and higher requirements are expected of energy demand, against the situation that a fine overall position of quick development of petroleum mounting industry, and increasing economic and social contribution of the enterprise, this paper analyses in details the competitive pressure facing the enterprise in the marketplace, advancing that, under the supportive incentives from Sichuan Petroleum Administration and CNPC, CNPC Sichuan Petroleum Chengdu General Mechanical Works must seize the present opportunity of development, and develop by strides. In light of the Eleventh Five Year Plan of CNPC, it should bring forward the short term, medium and long term strategic goal in developing CNPC Sichuan Petroleum Chengdu General Mechanical Works, On the basis of"intensifying and strengthening", it should construct the brand of"Sichuan Petroleum", further"intensify and strengthen"the operation of three-cone drilling bit,and grow to be the world's top three producers of drill bits in petroleum drilling in the future.
