Gansu Land And Resources Administration System Reformation Study

Land and resources, including soil resources, mineral resources, water resources, biologic resources, forest reserves, etc, are natural resources under the control of the national sovereignty. Land and resources administration system (LRAS) in our country has been decentralized for a long time. In recent years, with the development of economy and society, LRAS can decreasingly meet the requirements of the market economy development. Especially, as the essential safeguard profession. LRAS joins in the nation's macroeconomic control; it is high time to enhance LRAS.From the point of administration system, in Gansu, a western backward province in our country, its economy and society growing depends increasingly on its land and resources. Therefore, it is essential to make LRAS orderly, to protect Land and resources effectively, to utilize land and resources rationally. with the deepening of the state councils body reconstruction work, Gansu province, with its elementary LRAS reformation, has centralized and integrated the management of soil resources and mineral resources. However, forest reserves and water resources are under decentralized state, so that the united plan, effective protection, rational exploitation and utilization of Land and resources are too difficult to be realized wholly. This paper is to analyze the survey of Gansu Land and resources administration system and its current situation, then the author points out some main existed problems of Gansu LRAS, probes into LRAS furthering reformation, achieving its centralized administration, at last, t he author sets forth the operating model of centralized LRAS.
