In year2003,the concept of administrative accountability were introduced into themainland because of the SARS. And, many shocking public safety accidents, such as Sanlumilk scandal, Wenzhou high-speed train accident, printed the concept of administrativeaccountability even further into the general public’s minds. Thus, the central and localgovernments launched series of administrative regulations related to administrativeaccountability, while the concept also enjoyed great popularity in the academia. In a word,administrative accountability are now the newest focus point of the PRC’s politicalreform.However, the negative impact of officialism hampers the effective implementation ofadministrative accountability. Thus, the effective implementation of administrativeaccountability encounters many problems,such as the ambiguious definition of whom and whatshould be regulated by administrative accountability.We should think carefully about theproblem that how can we implement administrative accountability more systemically,toregulate the government’s administration. This paper, would introduce the theory ofadministrative accountability,and describe the newest situation about Guanghzhou municipalgovernment’s administrative accountability system. What’s more, this paper would dig deepinto some cases related to administrative accountability in Guanghzhou’s land and resourcesadministration bureaus, and discuss the problems and the related reasons related toadministrative accountability through a comparative study of local and overseas cases,in orderto find proper solutions for these problems.The author uses the theories in the science of politics,the science of management and thescience of law, and adopts the data studies methods, case studies methods, and methodscombining qualitative and quantitative research in this paper.The first chapter is about theintroduction of administrative accountability, and about the general situation of administrativeaccountability in china and overseas. It also introduces the research methods and key points ofthis paper.The second chapter defines the concept,analyzes the components and describes thebasic content of the concept. This chapter also analyzes the newest situation about Guanghzhoumunicipal government’s land and resources administration system’s administrativeaccountability regulation’s main contents and characteristics, along with an introduction ofadministrative accountability theory.The third chapter analyzes the newest situation about Guanghzhou municipal government’s administrative accountability system, in order torecognize problems and corresponding solutions which are typical to Guanghzhou’s land andresources administration bureaus and other China’s administration bureaus nationwide. Thefourth chapter is about the comparitive study between the western and China’s governments’administrative accountability laws,and administrative accountability implementation cases,inorder to find userful models to better China’s administrative accountability system. The fifthchapter is about suggestions and solutions which aim to solve the problems found inGuanghzhou municipal land and resources administration bureaus。The innovation of this paper lies in that it concentrates on Guanghzhou land and resourcesadministration bureaus, to find out a set of regulations which can maxmize the impact ofadministrative accountability. To do this, this paper digs deep into the problems hidden behindthe process of administrative accountability execution, discuss about its roots, and providerelated useful solutions, which might be useful tools for local municipal governments as wellas nation-wide municipal governments’ administrative accountability practice.
