Through an example of Wuhan Urban Management (Law enforcement) Bureau, by the way of experience-analysis, this paper conducts the survey and research on the conflict in urban management.The types of conflict in urban management include conflict between departments in the Bureau, individual and Bureau, Bureau and other urban management bureau. The survey shows that the main reasons existing in the conflict are as follows: Law-enforcing officials are not sufficiently professional and their means of enforcement are simple and crude; citizens are lack of legal awareness, nonobservance of the laws and regulations; the goals are different between departments in Bureau; citizens are driven by interests and market demand; the basis of the law in urban management is limited. So the paper puts forward that the core is person in urban management. The purpose in urban management is to improve the living, learning and working environment. The means to resolve the conflict of urban management is human-centeredness, working for people as the starting point and destination. The paper brings forth the strategies to resolve conflict between departments in the Bureau, individual and Bureau, Bureau and other urban management bureau. The strategies include strengthening communication and enhancing awareness goal ,educating , perfected legal system, raising quality of city manager and so on. Law-enforcing officials should establish the principle of working for people to boost the development of whole city.Finally the paper points out that the conflict management is aimed at subsequent management, lacking of foresight. Forewarning System should be established, it can analysis the state, character, reason of conflict and guide urban management and individual to reduce the negative impact of conflict.
