Along with the real estate market further development, the commodity apartment price rises, has greatly surpassed the ordinary home-buyer's expense ability. In order to change this kind of present situation, the nation developed imposing has gathered capital to construct housing personally the activity, but this kind the market transaction pattern which constructed housing the activity to follow, could not achieve the initial goal from the actual operation.
