From1990s, China’s real estate industry has entered a period of rapid growth.With the development of the real estate industry, the real estate market grows rapidly,but the rapid development at the same time, the market also gradually revealed moreand more healthy, unsteady, non sustainable development factors. The real estatemarket in the land market, the consumer market, the financial market of the real estateand housing rental market and other areas there are all sorts of problems, mutualcontradictions, city residents are always present increasing trend. Especially after thefinancial crisis of2008, because the country support real estate industry policies andother factors make our country real estate market rapidly warming, city of further priceincreases, and more and more beyond the purchasing power of residents, the purchaseof pressure rising, high price problem solution is imminent. Real estate as a people andthe investment of the dual nature of special commodity, it is people’s production andlife indispensable important basis, So it is necessary for the development of our realestate market to give more attention and research, to ensure that our country real estatemarket health, stability, sustainable development.This paper is divided into four parts: Firstly, through the literature search andanalysis, the real estate market regulation theory development are summarized;Secondly, summarizes the Chinese real estate market development stages, and putforward the present our country real estate market problems and analyses the cause ofthe problems; Again, based on the United States, Germany, Singapore, Japan’s fournational real estate market development mode, reach to our country real estate marketdevelopment favorable enlightenment; Finally, combining the research results aregiven for promoting China’s real estate market healthy development strategies andrecommendations.Based on China’s real estate development problems in the analysis, put forwardthe following strategies and suggestions:1.Through the reform of current land system,appropriate adjustment of the central and local government fiscal relations, and improve the property tax system gradually solve the problem of local government"land finance";2.Through the development of the real estate investment trust fund, theissuance of corporate bonds, mortgage securitization financing products to solve thereal estate market financing channels for a single issue;3.Through increasing existingstate funding, local government spending and bank loans three main security housingconstruction financing amount, increase land leasing, percentage of issuing localgovernment or corporate bonds, housing provident fund balance using multiplechannels to obtain affordable housing construction funds;4.Through the reform of localgovernment and GDP hook mechanism, aggrandizement local government toaffordable housing construction index of performance evaluation standards as well asrelated accountability system guarantee affordable housing construction land supplyshortage;5.Through the establishment of a scientific and reasonable affordable housing’entry and exit, supervision mechanism to ensure the security measures put inplace;6.Through the establishment of a hierarchy, stability, the seriousness of the realestate legal system, ensure the development of China’s real estate market, realize theconformable to the prosecuted.
