A Innovation Study Of The Urban Government Management Mode Of YiChang Base On Information Technology

This research analyzes the basic theories of government management model and how they have changed and developed both at home and abroad. The current problems of China's government management model will be also investigated. Yichang city government will be used as a case to analyze the implementation of government management model in this paper. Recently, Yichang city has been developing an e-government system to overcome the major problems of its government management model, and has been establishing the principles and measures of the government networking service model.The study is organized into four parts. The first part briefly discusses the significance of its topic, its basic content, and its theoretical and methodological framework. And it provides a literature review of government management models and how these models were implemented in western countries. This part also analyzes the major problems of the Chinese government management model. The second part investigates into the overall development procedure of Yichang city's government management model and criticizes the current problems this city is facing. The part will also analyze the potential of developing e-government and constructing informatization in Yichang too. It covers the recent development of e-government in Yichang and focuses on the influence of e-government on the government management model. More specifically, how it has reformed government functions, reduced operational cost, and provided better service to the public. The forth part deals with the principles and measures of establishing an IT-based government networking service model in Yichang city. This part examines the major principles and measures discussed in part second. This part provides specific ways to establish this model, which facilitates structural reform of government. It redefines government functions, reengineer government procedures, improve government intranet, promote external public net, establish public information center, and provide one-stop service. The last part will be the conclusion.Due to the endless and radical reform, the market economic system and the civil society in China are improving day by day. Therefore, it is very important to establish a government management model that can correspond to the recent development and reform. Moreover, the government management model based on networking services meets the requirement of the current society of China and is the best fit for the development of Yichang city.
