The Study On The City Land Policy Of Our Country In Urbanism Process

City is a historical category, which is the result of productivity development. From the city development process, the course of the development city is inevitable outcome that social productivity develops into industrialization. With increasing of Chinese economy, acceleration of the industrialization, reformation of the economic and administrative management system, as a result, fund, technology, population gather into the city, a large number of surplus rural labor pour into the city, the pace of urbanization of our country accelerates. Within future period, the urbanization of our country will be at the peak, the urban population will double when the time comes, and put forward higher demand to the urban land. And because of the rigidity for land supply and civil fundamental situation that we have a large population and insufficient land, the contradictions between land demand of construction and land supply become more conspicuous. So,the research of land utilization and the management is especially important. Land policy is the one of the important means of land management, which plays an important role in regulating person and land relation.As the urbanism of our country enters acceleration period, the government of our country enacts city land policy more and more frequently, which emphasize that city land policy plays more functionally in macro-control and raise the efficiency of land policy. But it still has a lot of defects that can't meet people's demand in the enforcement and the establishment of city land policy course. The enforcement of city land policy effect is also hard to appraise. Therefore it is necessary to combine domestic and international present situation and enforcement condition of city land policy and carry out systematic theoretical research and really certificate analysis in the city land policy development of our country.This paper is taking city land policy as research object. First, the article divides the city land policy of our country into 3 stages: free transfered stage, two rights splited stage and land participated in macro-control stage and has introduced the development of our country's city land policy. Second, it comments the development of city land policy combining the assessment standard of land policy. Then, it introduces America, Taiwan and Hong Kong's city land policy and reaches its reference and the experience. Finally, with technical route and the method of policy analysis, it makes prospect for the land policy of our country develop direction combining the situation that the land policy of our country directly participates in the macro-control at the present.
