This paper takes Changzhou City, Jiangsu Province for the research region and mainly analysis its land-use change from 2002 to 2006. On the basis of former researchers, the paper proposes that policy factors should also be taken into the research as well as the economic data. This paper takes the farmland's change in Changzhou City for example. First, the paper analysis the PCA of its traditional driving forces, and then, a multiple regression model is built on the basis of the farmland data from 1996 to 2001. With the model the paper calculate the change data of the farmland from 2002 to 2006 and then compare it with the real data. At the last, policy factors are taken into explaining the data errors.The paper introduces the structure of the policy factor system and proposes taking policy tools as the mainly measure in the policy factor analysis process. With the policy tools a policy factor system is built to explain the land-use changes. The paper analyses the change of farmland of Changzhou City from 2002 to 2006 with the system.In the process of the policy factors analysis, monitor classification with the remote sensing image and cartography are taken into the research. These methods are used to analysis the land-use change of certain area (Qianlong Xiang) of Changzhou City. With the visual expression, the policy factors are used to explain the change.
