According to China's WTO commitments, China banking opens fully at the end of 2006, foreign banks can enjoy full market access, and the restrictions between the regions and customers are completely eliminated, which forces domestic banks facing international competition at their own doors. To the state-owned commercial bank, the great change is not only a severe challenge, but also a rare opportunity to internationalization. How to overcome difficulties, seizing the opportunity, narrowing the gap with the international banks, and participate in international competition in the banking sector actively is an important issue for each China state-owned commercial banks, including Agricultural Bank of China Sichuan Branch.The market competition is the talent competition ultimately. In recent years, though Agricultural Bank of China Sichuan Branch has made great efforts in personnel training, it is still far from the international requirements in the aspects of personnel quality's enhancement, personnel multiple training and personnel effective reserve, etc. During the process of global financial industry's continuously development, the shortage of high-quality personnel is still a very severe situation for Agricultural Bank of China Sichuan Branch.Based on the existence and development problems that state-owned commercial banks faced in the new competitive situation, firstly, this thesis analyzes the competitive environment and personnel crisis which Agricultural Bank of China Sichuan Branch faces in depth. Secondly, on the basis of studying related training theories and practice experience at home and abroad, we analyze current status and problems of human resources and training. Finally, according to the demands of international competition, Sichuan Branch's practical personnel training, we put forward a new training system to against the problems as lacking of training needs analysis, not paying enough attention to the career development of staffs and so on in Sichuan Branch's personnel training, performance evaluation system is still not perfect.This system draws lessons from researches at home and abroad, following the constructing principle of Sichuan Branch's personnel training system, analyzing the status of Sichuan Branch's training resources specifically, designing a set of practical training projects and security measures, constructing a new system of Agricultural Bank of China Sichuan Branch's personnel training integrally, and establish a scientific training evaluation quota system.
