Since the reform and opening up China 70’s of the last century, the reform of state-owned enterprises has been the focus of attention of the people. On the one hand,the state-owned enterprise management system and manage the system realized the huge change, at the same time employees as labor factor of production is realized by the past planned distribution mainly to the free market allocation reform. During the transformation, state-owned enterprise with high level of education and skills of the "three high" staff frequently switched to private and foreign capital enterprises, the phenomenon is more prominent, which has a great effect on the state-owned enterprise competitiveness.In this paper, based on the "field theory"-- people’s psychological and behavior are in the individual needs and organization of the surrounding environment under the co action of produce, and based on the principle of price factor of labor force free configuration, through the literature and data flow of the employees of state-owned enterprises finishing excavation, analyzes the history and the present situation of the flow of employees of state owned enterprises at the same time to explore the combination of state-owned enterprise flow mechanism, thought that as a kind of special economic form of state-owned enterprises, the construction of the staff flow mechanism is not reasonable is an important cause of the current brain drain problem of state-owned enterprises, the internal flow not free, but only based on management thinking innovation management and governance mechanism reform to achieve a reasonable and orderly flow of employees.Based on the above research ideas, have a preliminary judgment on the part of literature review on flow problems of employees of state-owned enterprises, through the relevant concepts are defined, especially flow proposition enterprise in the "people" and "proposition to who as root", defines the research object. The historical status in the third chapter of the state-owned enterprise employee flow are analyzed and the analysis combined with the staff flow mechanism, to explore the characteristics and structure of the state-owned enterprises staff flow. In the part of empirical analysis, through the concrete objects to explore the problems of employee flow of state-owned enterprises, at the same time, on the basis of empirical analysis,the possible reasons of the existence of the state-owned enterprises to explore the phenomenon of unreasonable flow in Chapter fifth, and the adverse effects of the rise of the competitiveness of state-owned enterprises. Finally, based on the flow mechanism analysis, realizes the staff put forward countermeasures of constructing a reasonable flow mechanism of state-owned enterprises from the perspective of mechanism construction, in order to achieve a reasonable and orderly flow of employees of state-owned enterprises.Twenty-first Century is the innovation of leading social development century,talent as the main body of innovation, is the decisive factor to enhance the competitiveness of enterprises, and talent as the internal potentials(service) of the carrier also provides internal cause important for enterprise expansion. How to adjust the management mechanism of human resources in the state-owned enterprises choose the good man, with good people, good education, retain people, embodies the humanistic value of Oriental management, make the people’s value has been fully embodied is the ultimate goal of this research.
