At present,the international situation is complicated. And the domestic economy is developing at a high speed. Government departments are constantly improving the economic development measures with the intensive introduction of civil-military integration, military reform and other macro measures; as a large state-owned military enterprise, LM company is faced with both numerous challenges and strategic opportunities which lead to the company’s rapid development. As a high-tech enterprise, talent is the primary resource for LM company to gain competitive advantage. This competitive advantage is an important guarantee for the realization of its strategic goal. As the carrier of knowledge and intelligence, talent has been paid more and more attention in the development of enterprises. LM company is in the critical period of strategic transformation, which has put forward higher requirements for the human capital, innovation development and management methods. The implementation of people-oriented management concept will gradually become the inevitable choice for the modern enterprise human resource management. How to implement the people-oriented management, optimize the management system, establish a scientific and effective human management system has become the real issye that needs to be solved urgently for development of LM company.This paper consists of 5 chapters. In the first chapter, the paper summarizes the research results of domestic and foreign related theories of people-oriented management and clarifies the significance and purpose of this study. In the second chapter, from the concept of people-oriented management, this paper discusses the development and evolution of the concept of human management. The third chapter compares the people-oriented management system and experience between the western countries and the Asian countries as well as the development of domestic typical enterprise management system. The forth chapter introduces the basic situation fo LM company and the main problems needs to be solved. In the fifth chapter, according to the problems existing in the management of LM company, the key factors of human nature in the development of society and enterprise are deeply explored. Start with how to respect people, care about people and cultivate people, with selecting talents, using talents, cultivating talents, tetaining talents as a main thread, the theory system of the people-oriented management system is designed and constructed to improve the value of employees.The significance of this thesis is the establishment of the theoretical system of the people-oriented management system suitable for the development of LM company, which is built through the elaboration of the theory, content and implementation of the people-oriented management based on the actual situation of the development of LM company and the study of human nature. This paper also helps relevant enterprises select employees, use employees, educate employees and retain staff and provide reference for the establishment and optimization of the people-oriented management system.
