Project construction management is comprehensive and hard system engineering. It is particularly important to complete the project according to the specific schedules, save costs of project, ensure quality of project, and manage human resources especially manage performance. Regarding the Factory-constructed project of XueBei as research background, and the participants of project team for Heilongjiang Provincial Installation Engineering Company as research object, this article presents scientific, rational, and practical performance management system to extricate them from the mistaken ideas of current management. It will boost the enthusiasm of project participants at certain extent and give full play to the personnel's potential. This' is of practical significance for ensuring to complete the factory-constructed project of XueBei successfully.Firstly, this article presents the construction project management, performance management theory, incentive theory particularly to find adequate research rationales of this article. Secondly, under the premise of profound understanding for the background of project, the situation of contractors, and the personnel structure of project team, analyze the personnel performance management and find the problems against the integration of management system, establishing of target, choice of indicators for performance appraisal, characteristics of positions, result application of performance appraisal etc.Then restructure the performance management system of factory-constructed project of XueBei. This paper identifies the purpose, principle, concept of design. Based on working analysis of the personnel to be appraised, apply the idea of balance scorecard and key performance indicator combining with quantitative analysis and qualitative research to confirm the core of performance management, i.e. the scheme of performance appraisal. Thirdly, combining with features of project and based on the performance plan, regarding performance implement as guarantee, performance appraisal as core, and performance feedback as guidance, operate the project. In the last, summarize the operating effect and provide safeguard measures of personnel performance management system operation for factory-constructed project of XueBei directing at performance management system, continuous communication, dispute settlement system, review of performance appraisal results, promotion penetration concept, and integration of all links etc. to accelerate the implementation of its performance management system.
