The market scale of acrylonitrile products has expanded rapidly.The downstreamindustry chain is keeping grow. It provides a vast space for the enterprisedevelopment, while market competition is fiercer than ever before. The survival anddevelopment of enterprise is facing very serious challenges. As an effective means ofenterprise management tools, it is helpful for employees to fully develop potentialand improve performance, while it can provide the basis for enterprise humanresource management.Acrylonitrile Plant of Jilin Petrochemical Company (Jilin Chemical AcrylonitrilePlant) is currently the largest production base of Acrylonitrile, MMA in our country.As the leading enterprises of acrylonitrile, it needs to strengthen the internal humanresource management and establish a set of scientific and operational effectiveness ofperformance appraisal system. This paper combines the human resource managementand KPI-based performance evaluation method and other theories to focus on how toestablish KPI performance appraisal system in this factory. Through deep analysis ofthe status of factory human resource management, it applies modern human resourcemanagement thinking to diagnose the crux. It proposes countermeasures andimprovements to meet the needs of company development and stimulated theenthusiasm of employees.This paper has four chapters:Chapter One: The problems and reasons of Jilin Chemical Acrylonitrile Plantperformance appraisal system. This chapter introduced Acrylonitrile Plant of JilinPetrochemical Company’s overview organization and the status of human resourcemanagement. It found the problems of the factory performance appraisal system andmade the analysis of these problems.Chapter Two: The basic work of performance evaluation program design of Jilin Chemical Acrylonitrile Plant. Firstly this chapter introduced development strategy,business objectives and company culture of the factory. Through the introduction, thispaper Re-combed and improved the responsibilities of this factory. It has completedthe preliminary work of the performance evaluation program design, preparing for thenext step system establishing.Chapter Three: KPI performance appraisal program design of Jilin ChemicalAcrylonitrile Plant. This chapter elaborated on theoretical basis and principles of KPIperformance evaluation, introduced running processes of KPI performance appraisalsystem in the factory, defined the evaluation cycle and the main part of the evaluation,designed the KPI performance appraisal program and KPI Index weights. It hasformed a relatively complete KPI performance appraisal system through tracking andguidance of performance evaluation.Chapter Four: The implementation of the KPI performance evaluation programof Jilin Chemical Acrylonitrile Plant. This chapter has elaborated on how to conductthe performance appraisal feedback and representations, how to apply theperformance evaluation results in practice, which problems should be paid attentionin the performance appraisal program.The aim of this design is applying KPI performance appraisal system inAcrylonitrile Plant of Jilin Petrochemical Company, improving business performance,promoting employees’ behavior to accord with company’s objectives, improvingemployee satisfaction, realizing the scientific plant human resource management,while providing a reference for similar enterprises in the same industry.
